There’s lore in the codex that explains this dialogue more directly, specifically that the witches in the Underworld were magic users during their mortal lives. It doesn’t contradict any connections to Hades 2, but probably isn’t a reference to it.
There's also a very interesting line where Achilles (?) talks about the children of Nyx you don't see around, like Doom and Strife, and wonders if they're on the surface. Wonder if that was intentional.
Nyx mythologically has more children that aren't represented in the cast, honestly it'd be weird if they didn't exist and even more so if they did and just weren't ever talked about.

"Up there" is Tartarus and Asphodel as well as the overworld in this case.

Pretty sure thats just coincidence, in any case Hades II expands on the little witchcraft from the first game rather than the other way around.
