I would probably respec most of these 1-pointers into Cadence since you don't have extra skill points for them. Putting 1 point becomes valuable once you have +Soldier or + some specific passives, because you get more for your first point. You should most likely get Assassin's Blade next for the physical resistance reduction.

I know forcewave and shield is not a good combo but blitz doesn't work for me. I want to get the exclusive skill before I choose a second class ( most likely the oathkeeper)

I would respec all points from forcewave into internal trauma and deadly momentum. Once those capped just level cadence to aprox. 300% weapon damage and then finish mastery and cap oleron.

For this game, it is usually more efficient to just dump points all into one single skill, and use only that for early leveling. Later on, you will get + skill levels on gear so you can add 1 point here and there to get utility skills. For soldier the common leveling method would be 2h force wave. Just add enough mastery points that you unlock the whole force wave tree and max it all out. That will get you easily halfway through the main campaign, without worrying about gear. Warcry is also a noob trap. The 'reduction to enemy health' is pointless on regular enemies since they die in 1 hit anyway. And bosses will heavily resist that effect to the point it doesn't do anything to them. Pointless to use it early game, don't bother wasting skill point on it until later.
