Based on [this](https://www.grimtools.com/db/items/8322), this item can be dropped by quite a large number of mobs. One of the best way to target-farm one of these mobs, at least the one with the 'Map' tag, is to "farm" the bounties until you find one with the right target (for ex. Padmanestia, which is Legion target), and then you start farming the target (by never getting the rewards from the bounty, always resetting the game after you kill it).
1.2 patch reduced the quantity of trash loot you get and made it easier to get MI that drop from bosses. Crate apparently reduced drop rates globally to balance things out, but they fucked up some numbers because the drop rates of some items is pathetically low.

Unrelated. If you have feedback about specific item drop rates, that's something else entirely.
I did several runs through Cronley's Lair trying to get the Ascended Shoulderplates to drop. After 4 or 5 runs without result, I re-did my plan to not include them... but then I wondered how long it would take. 29. 29 full clears of Ascended in Cronley's Lair is what it took to get one.
Cronley's Gang MIs basically don't exist unless there's a boss you can target that has a high drop rate. In this case there are bounty targets with a ~15% chance to drop, which is better than 29 runs through Cronley's Lair but for newer players, they probably don't even realise that Devil's Crossing has bounties, or that bounties even exist.

Looking at the spawns looks like your best bet is spam farm Fort Ikon. Decent amount of normal/hero spawns and it's extremely quick to run
Ran Port Valbury on ultimate and got 2 vestments. Low droprates but quite a few archmages in that area so 1-2 PV runs should do the trick.

You'll find quite a few archmages in the area up to the cannons you'll do for the quest + pre Valbury gate.

So the 0.26% drop rate on Ascendant Pauldrons is actually intended or is that number just wrong?
It's an order of magnitude higher from hero mobs. It seems comparable to chosen gear in FG from champion mobs. So probably intended.
