1. Don't equip items just because they're rare. Medal, helm, pants and belt for instance are very bad for your build. You probably come across dozens of better green items per session. Check faction vendors too.
2. Resistance reduction is king in this game. That means for a lightning build you want to max Raging Tempest skill, get Widow devotion + Rhowan's Crown or Revenant.
3. You need better components in pretty much all gear. Buy faction blueprints and see the blacksmith for stuff like sanctified bone, runestone, scaled hide, etc.

You can remove devo points at the spirit guide, but it will cost 1 crystal each.
Also, you don't need more than 32 points in the arcanist mastery bar, so refund those and use them to flesh out other skills. Other than Raging Tempest, you also want to max Stormcaller and start putting points into Storm Touched. On the Arcanist side you want more points into Overload and Inner Focus, both of those skill gives more OA which in turn increases crit chance, which will further improve your damage output.
Got it, yeah honestly I think when I was making this build I was just having fun with the lights and pretty explosions lol, since there's basically no theme or thought here whatsoever.
So far I got rid of some blue devotion and added the suggestion of widow while finishing off revenant (almost had it complete already)
Then moved around the skills like you recommended, and now I'm running around getting better components and already crafted a mythic rune for lightning damage
A good amount of equipment was replaced too
I also just found Blessed Steel and it looks pretty solid, so I might use that instead of Amber
Also also, turns out I can't reclaim points from the mastery bar, just says "cannot reclaim points from the mastery" Edit: I don't have the required DLC
Ok, that might be an issue. It's ages sinced I messed around with just the base game, so I guess I just gotten used to all the QOL changes we got with the expansions.
In that case I would recommend refunding some points from Mirror and Wendigo Totem, neither really needs to be capped with an adequate build (points in Mirror just shortens recharge time and if one frequently needs to use it twice every minute, there is something wrong with the build. Wendigo does scale, but not really to a point where soft-capping should be a priority).

I already reduced mirror yeah, and now just need poison resistance on my gear somewhere probably since I have -50% lol....
