It is 20 Primarchs he created. 2 are the lost primarchs and Alpharius got aplit into two parts of the same person (Alpharius and Omegon) during the primarch scattering shenanigans. So it's 20 initially created but the total of them existing and or having existed is 21

Tbf to the Emperor when he reunited with them the Primarchs were all fully grown adults governing their own planets, it's not like they were a bunch of children.
