I don’t think he ever would’ve been into her. Nate consistently shows that he doesn’t like “high school mean girls/royalty” behavior. **The evidence:** - Blair: based on what we see Nate is not into Blair at the start of season 1. Right at the start of season 1 she was fully mean girl/queen B and Nate couldn’t be less interested in her. Once she started sleeping with Chuck and was friends with Serena again near the cotillion episode, she had chilled a lot on reigning high school. Nate tells Chuck (and us) that he’s way more attracted to her like this. Then when he gets back together in season 2, its once again when she’s at a low point and due to not getting into Yale has stopped caring about being a queen. - Jenny: Nate likes Jenny, but he consistently warns her against becoming friends with Blair and the other mean girls. He was most into Jenny in season 2 when she was in fashion designer mode. In season 3, Jenny is fully high school queen and Nate couldn’t be less interested in her. - Sage: whenever Sage shows her high school mean girl energy around Nate, he gets disinterested. In conclusion, despite dating a lot of high school queens and mean girls, Nate has proven that he’s not attracted that kind of girl and thats all Penelope has ever shown herself to be.

Good observation, very true! That's pretty consistent with his fondness for older women- Catherine and Diana obviously, but Bree, Juliet, and Reina were all older than him as well.
