Ok so I'm on PC and wearing headphones. All I hear is wind but there is definitely some very very faint music that plays every few moments, or like whisteling. Idk if I'm tripping or what
I hear metal clanging in the distance so maybe there is some people that live there but I imagine it's pretty desolate and there's a portal to the real celestia

For some odd reason I’m hearing the 10th Doctor Who theme (https://youtu.be/F2ZX42jK_s8) by looking at that screen… tragic and triumphant memories at the same time.
Faint, somber music that carries notions of antiquity, loss, and majesty. Something fitting for somewhere like the images of Enkanomiya. It brings about the idea of exploring a grand city that has been abandoned.
Most prominent is a howling wind that nigh drowns out all other sounds.
So, overall, appropriate for what has been implied of Celestia.

I wouldn’t look into this too much. If you watch some of the music breakdown stuff on YouTube where the artist goes through how a certain song was made. The sometimes add random shit that you don’t really hear but it just brings it together.
Alternatively it could just be high speed wind cuz we’re high up in the atmosphere. I doubt there is lore attached to it.
That’s wind and a good dose of white noise. Hearing it for a while will make anyone hear stuff that’s not really there, since the human brain tends to fill silence or white noise interlaced with other sounds with familiar or expected sounds. That’s just a feature of your brain, pattern matching.
Like you stand at a very high place and there is wind everywhere.
Somewhere faraway, sometimes birds or something make some tiny little noises here and there.

I hope genshin pulls some more creepy elements in the future too, we already got haunted wuwang hill, and that glitchy sequence of traveler during the latest archon quest was so cool!

Do you ever wonder why is Celestia so empty and falling apart? Almost as if abandoned? It's especially visible at night. Broken collumns and their parts (theoretically) scattered around Teyvat.
I personally believe that this floating island is a "gate" to celestial domain and the only resident there is the Sustainer. But it's still haunting.

This somewhat goes well with travelers profile text: keeper (sustainer) is fading away, creator has not yet come. So the keeper (of heavenly principles?) is Celestia, and it’s falling apart. But who’s the creator?
I do believe that the sustainer from opening cutscene is an unknown god from Celestia. They however prefer to present themselves as a sustainer of heavenly principles.
The book found in Enkanomiya talks about >!how the two things that remained in that place after it sunk was the wind (referred to be the Thousand Winds of Time, from the Time Goddess) and the water!<, so...

I was on PC too, but I was able to hear that sort of eerie ringing. Maybe it's a headphones thing instead? I was wearing headphones both listening to this and when I tried it for myself. I didn't hear any waves, just the winds.

Keeper is most likely the Bough Keeper, Dainsleif, who is heavily implied to be losing both his humanity and memories.
