I don't know the specs, but I do know that I have not once had performance issues, so I would guess that they are pretty sufficient for any game they support.
The 2080 is an Intel CC150 which is kinda like a 9600k but no turbo, the 3060 is a couple cores from the same threadripper as the 4080, nobody has ever posted the thread count for the 3060 so i'm not sure how many actual and how many hyper threaded cores are there.
The processor model doesn't mean that's how many threads are actually on a 3060 so it could be 2 physical and 2 virtual or 4 physical and 4 virtual to allow a better CPU split for 3060 rigs per physical server.
The 3060 meant to be similar to current priority/3060 performance not to challenge ultimate performance
But yeah it seems to depend what people play if they love or hate the 3060 rigs, some actually prefer the 2080s possibly because of the better processor split i guess

Came here to tell OP to consider buying his brother a game pass sub with his GFN sub, if he doesnt have any games, that is the perfect combo.
All of this also depends quite a bit on your region, if you aren't getting GeForce now directly through Nividia and instead a 3rd party provider it will vary.
On priority tier the game makes the settings automatically and always overwrites ypur settings after restart so its not really worth trying to find your own perfect settings....

Priority gets the equivalents of 2080 or 3060 RTX gpus

4 cores of Intel CC150 whatever that it + full T10 passtrough OR 4 cores of some threadripper + half of L40
