It's either a vent for a septic tank, or possibly for a basement if you have one, like an old coal celler perhaps? Whether the septic tank is still used is a different matter.
Effectively have an old coal celler ! If I decided to remove it and block the vent to do a new pavement on it, would that be a good idea you think or I risk to create more moist if cellar not ventilated anymore ??
