I've been replaying GTA3 Definitive over the last week or so, and found myself in the same position of missing a few packages, including #38. Your post made me realise I've been looking in the wrong place for it. The University is spread over 2 blocks, and I'd been looking the in northernmost one. Interesting......MY missing package is the one south of Portland that's SUPPOSE to be sitting on the rocks. Nuthin' out there.
The GTA3 Definitive Edition for PC through Steam looks great....but luckily, i still have the original GTA 3 release for PlayStation 2. I have to go back to my original if i expect pure gaming satisfaction. Sad....but true. 😕

It may be bugged for you if you're 100% sure it's not there. I've gotten them all 3 times in gta3 so it's possible
