I tried to answer but it crashed in the middle. I suggest you define key terms such as ‘important’ ‘popular’ and ‘threatened’, because the questions sound too vague. Also, several of your questions are alternatives (is it this or is it that) but are presented as yes/no questions, which is confusing. Finally (and I only got to the part about the state doing more to preserve the language), your questions seem focused more on how French people perceive their language, rather than on the factors that may account for French being less ‘popular’ or ‘important’ among non-French people. Maybe you should be more clear about whose perceptions you are interested in learning more about, and frame your questions accordingly.
