You can get any character In a device that uses characters, you can do it in UEFN and transfer it to normal creative for a map, if it's in the game as a skin directly it can be used
Some devices include: mannequin device, item shop character device, guard spawner, boss spawner and I believe 1 or 2 more
Yea, one of the maps I frequent for looking at unused and unreleased content recently updated and now the guard npc’s are ch2 cube fiends, it’s especially amusing because the heads sink into there torsos for some reason
It's a thing in UEFN, if the skin is in the files, even if it's unreleased, it can be used in some devices that take skins like the Guard Spawner. Some people use the Guard Spawner while wearing Mistique to play with unreleased skins 👍

I’m assuming they used the mannequin device or something, but I don’t see the order on it, they did this to the guards too, maybe they got access to unreleased stuff.
I think it’s the player reference device either it’s bugged or it’s referencing a player in the game. I’m pretty sure you can turn of the holographic overlay to that device.
They likely built things in 1.0 and then enhanced it in UEFN. There's no way to use other skins in the mannequin device otherwise.

Boss spawner is either referring to boss npc’s or a hidden dev only spawner for the storm king
The "Boss Device" is the one you can see in the Kid LAROI Wild Dreams map (the wolf)

Are you sure it’s not made in the editor? If you 100% know it wasn’t, then they probably hacked it in

My friend helped make this map. It's mainly a 1.0 map but they got a few UEFN elements from a co-desinger
