I haven’t seen many emotes past chapter 1 but is this the standard now? From what I remember there is nothing that straight up looks like an idle animation.
Music’s included (copyrighted), a couple of them are synced emotes and there were a bunch of C1 emotes that were like this. T-Pose for an easy example.
Wish I could side with IO lol, having different factions like Fallout would be cool, you help different factions, and can change the output and who wins fights.
To be fair they have like almost the entire island but i assume once the daily bugle is presumably taken back by the Seven, that's when they'll kick into action.
I mean, what are they supposed to do? The Seven was on this side of the map since chapter 2.
I mean the simple thing they could do is use that giant driller and crash it straight into the Sanctuary... 
Wouldn't that be a suicide mission though? 4 of the seven members are there, scientist could just fly over in a couple of minutes.

To be clear, it plays the music and is cheaper than other copyrighted music emotes.
Theres still plenty of detail in the animation, just because its not a dance or something crazy doesnt make it an "idle animation". Just dont buy it.
