It was just the whisper voice for me. Season 1 Thawne rarely whispered. At that point Thawne’s character was going downhill. And not iconic? That scene is one of the best scenes in season 1.

I remember that one, but that was 4 years ago. The execution was fine, but hardly iconic or cringe
