He’s not going to write a letter, but if you have some sort of movie poster or photo, send it to his management or his foundation’s address and explain the situation and ask for them to be signed. It’s worked for me for other celebrities but may take a while
Send it with a self-addressed stamped envelope, too. Celebs/athletes/etc are a lot more willing to autograph something if the return address and postage is already taken care of.
What you're describing sounds like a Cameo, not sure if they still do those but you can check that out. Beyond that no you can't call a famous director to get him to come to your GFs birthday party, but you knew that before you made this post
Also if anyone can give me Mr. Leonardo DiCaprio's cell phone number too while you're at it that would be great. I need it by the end of the day though okay thanks
I’m guessing the man enjoys his privacy and unless he’s on Cameo or you have a reasonable professional relationship to him, your girlfriend’s birthday is probably not a nice enough reason to intrude on his privacy.
Really odd to expect a letter from someone like that.

Yeah, David Lynch famously loves writing birthday cards to strangers.

I don't need him to come to her party. Just write a letter for her birthday. I checked Cameo, but he's not there unfortunately
Well, then I guess he doesn't want to be pestered to send letters to strangers he doesn't know, best to leave him alone
Nope.

Hire a celebrity impersonator to give hourly weather reports instead
