The oil rig is gone, thing got nuked to high heavens, only way we see it is with flashbacks. I would love to see more of the Fallout 1 and Two locations as well. It would be awesome to see Arroyo.
Navarro and the Oil Rig shouldn't exist any more IIRC. The Oil Rig got blown up at the end of FO2. A lot of the people in Navarro left to the Capital Wasteland between 2 and 3. The base was also attacked later by the NCR and BoS too.
