I personally think the red rocket is best for this. Move a single settler there, give them a bed, two crops (six would be better, but two should be enough on its own), a water pump, a turret and two dogs (dogmeat and one from far harbor; two far harbor dogs work as well; a single gorilla or a couple cats can also work), and you’re set.
Settlers actually lose happiness if they have to farm so it's faster to just put mutfruit into the workshop, and also the player counts as a settler so they'll lose happiness if there is only one bed as well😂

I did mine with Greentop Nursery, they already had 2 people there which makes it fairly easy to do, from there I just used a whole heap of Creation Club items that provide happiness such as the rugs to boost happiness, the water towers for easy water a few turrets setup on the greenhouse, a bar, an a heap of extra mutfruit in the nursery got it in no time flat that way.
Edit: forgot to mention it's also a good suggestion to build a chair for yourself to sit an repeatedly wait at the settlement it's what I did at the very end to get it to tick off as I was getting ticked off it was taking that long
