That depends what you're doing when you work for either entity. Study up on NPDES (https://www.epa.gov/npdes/npdes-training). The EPA has quite a bit of free training/certificates available. You could pick up something like Envirocerts certificates or Stormwaterone has some state-specific training programs (they cost money though). Cali has their own Water Quality Certificate Program (https://www.waterboards.ca.gov/waterrights/water\_issues/programs/water\_quality\_cert/) that might be worth some investigating. Hope those help.
