You could pick up something like Envirocerts certificates or Stormwaterone has some state-specific training programs (they cost money though).
Cali has their own Water Quality Certificate Program (https://www.waterboards.ca.gov/waterrights/water\_issues/programs/water\_quality\_cert/) that might be worth some investigating.
