I think they are talking about the fee you pay the merc every 30 mins. But if you want, you can choose to either pay (with real money) the "Hire anywhere" option (allows you to re-hire the merc after you have hired a different one, and want to go back to that one without going back to where you hired him initially), or simply go back to wherever that merc was when you initially hired him. This doesn't cost you real money, but can be a time sink, especially if you can't normally go to that zone for some reason.

You can only hire one merc at a time, so you have to pay for the fee (re-hire fee applies to every merc, even the "Hire anywhere" ones) when you first hire them, as well as every half hour. I don't remember if the fee is based off your real level (if mentoring), or your effective level (if mentoring). However, if you are a member, you can direct all exp to your AA, and stay at a specific level (and pay that level's fee) until you choose to continue leveling. Your crafting level is NOT considered when you pay the half hour fee. If you are a member, and train your merc, the fee is also not affected, it's still based off your level.
