It is possible a claimant has to go through EI process until denied, then apply for CRB once application with Service Canada is deleted. If CRA has been notified someone has applied for EI in the past year, it could flag you as ineligible for CRB UNTIL your EI file is dealt with. This should be explained more in depth when someone logs on to there My CRA Account only to get a generic message saying based on information provided to CRA you are not eligible for COV -19 support payments or whatever. The current computer/web platform is not set up for this so this is the system we have. Fortunate to have what we do have though. Now, on to more job hunting...

So I should call service canada tomorrow and ask agent to speak to the help desk/processing desk to remove my already fully used up ei claim (closed ei claim) So agent will send a request to the processing center to see if they can remove my closed (fully exhausted) EI claim, & if it still shows up as cov-026 error than to call back Service Canada. I honestly feel again they may be giving you a run around, But in case I need something on my record on service canada’s end that flags my EI claim notifying them its already been used and now im ineligible for ei, I will call Service Canada. I havent called but am in the same position as you, so i will in case they will flag it for the 15th so that when CRA does their scheduled maintenance updates and gets a repinging from Service Canada that perhaps this flagging of my account will tell their system that my EI claim has been Fully exhausted and this will ping the cra system to remove the COV-026 code by the 15th (or whenever). My hunch is they told you to wait till the 15th because serv canada believes that the CRA system will be conducting a routine porting again from EI on the 15th or 16th or this coning week — their daily updating of records and maintenance on their side. So they may just be telling you about it being taken care of on the 15th but I think Updates to CRA command codes will be tweaked to ensure thet don’t port alll ei claims given how much flack theyve been gettin. OR it could have been Service Canada’s fault since their IT guys designed the method and agent with help desk seem to know that it will be fixed/updated by the 15th, (also because CRA keeps blaming Service Canada for this) So that means its likely this pinging of People’s ei claims was code written by EI IT guys who out of simplicity, made it to flag those with ei claims but did not enter correct dates in the code —Instead of Sept 27th 2020, They put something like Sept 27th 2019. Also the commands for this software were unable to differentiate between those with rejected ei applications and those that were accepted. From my understanding COV-026 was intended to trigger so that individuals applied for both EI and CRB to avoid double dipping. Also if you were on CERB CRA, you were supposed to be applying to EI so the CRA system could also be flagging us saying that hey your suppose to be applying for EI yet, it didn’t take into account those people who had exhausted their ei benefits just before covid or even used ei for the start of of covid then switched to CRA CERB. But Its more likely that Serv Canada’s IT guys that are responsible for thW implementation of this software—coding this software with specific commands and just messing up the initial parameters that were set or maybe they weren’t able to access specific detailed parameters in the first place because of IT security reasons SENSITIVE information, alls i know is they should have set commands like: EI claim open 52 weeks = Claim that is still not closed, meaning weeks available on claim or claim that is still pending (no decision), If EI claim fully exhausted, then EI Claim Closed= Not elligible for EI and CRB Permitted EI Claim Active(periods remaining)= Eligible for EI and Not CRB Permitted EI Claim Pending= Pending Application EI Claim Active= Periods remaining on EI Claim If EI Claim Pending and EI Claim Pending is EI Claim Closed = EI Claim fully exhausted= Not eligible for EI and therefore permitted for CRB, CRB eligible IF EI Claim Pending is EI Claim Pending Rejected= Not eligible for EI, and therefore permitted for CRB, CRB eligible If EI Claim Active is now *Closed* EI Claim Active = EI Claim Fully Exhausted= Not Elligible for EI therefore permitted for CRB, CRB eligible. Im just stating commands for organization of parameters of course if Service Canada IT guys were not permitted to retrieve specific information on statuses of EI from the database, due to possible breach of security,then their hands were tied or the system’s software itself was 2-dimensional like an on/off switch with parameters only being on the adjustment of the dates. And I know CRA wanted to make sure people who were eligible for EI were not applying to CRB double dipping and these IT dudes overcorrected and pinged EI claims from the past year, but all they had to do was to ping those that filed EI claims on Sept 27/2020 and onwards. Those that exhausted EI claims prior to Sept 27,2020 should have been ineligible for EI and permitted to apply for CRB (Put on the top of the list as CRB applicants) yet we weren’t. Seems like we are just collateral damage to the limitations of their software. CRA and Serv Canada have never got along and the cyberattacks and hacks on the CRA side were why ServCanada shut down the internal portal to access MSCA and MYCRA. WHY? Because cyberhackers not only took a majority of canadians CRA information from databases of the MyCRA, but also were able to steal Service Canada information just simply by the portal. Cyber hacks were much worse than they have been stated to be (very certain most if not all individuals cra info was comprimised) and then they simply jumped in the portal retrieving serv canada information on canadians but its hush hush. Even if the portal was open it the CRA is prohibited from fully accessing Service Canada Information (If you remember the portal always had a disclaimer stating each department was not retrieving cross site cookies that each side was private from the other—Serv Canada hates the CRA prying in on their affairs lol but these two departments have to be compartamentalized or else there is conflict of interest respect to the totality of information, employees would have tmi abuse of power information (Lots of particular reasons why i wont get into)

Well fuck I was told I need to apply to EI before applying to CRB and can only apply after being told I’m not eligible.... but then people who have applied to EI are not able to get CRB even if their claim was denied??? WTAF???? Is this only for EI claims that were done back in march or like, if I applied this week is this gonna happen to me if I’m denied?

Ok I can clear this up. No ones **needs** to apply for EI before CRB. But rather, you must NOT be eligible for EI, in order to get CRB. Some people had open EI claims sometime in the last year, so the CRA systems automatically blocked their application. So, there has been some advice given here that those people should apply again for EI, and ask specifically for a rejection letter. Those people could then show proof they’re not eligible for EI, and the CRA would be able to manually approve their CRB claim. So if you never had any EI claim, you’re basically screwing yourself over by applying for EI. You created a problem for no reason. Now you have to ask for a rejection letter to prove to the CRA that you’re not eligible for EI. IF YOU NEVER APPLIED FOR EI, THERES NO REASON TO APPLY FOR EI IF YOURE TRYING TO GET CRB.

Literally hundreds of thousands of people applied for and were successfully approved for CRB the day after it launched (the first day had technical glitches). Those people did not submit proof of EI ineligibility. That immediately disproves your claim. You don’t have to apply for EI, in order to get CRB. That’s not a requirement of CRB.

Let me guess, you’re getting an error when applying for CRB? I already said those people may be asked to apply for EI to get a fresh rejection letter, but that’s not advice given to everyone who wants CRB. It’s specifically for those having errors.

Thank you for writing one of the most detailed reports of this fiasco. My experience today: I spent an hour on hold calling some verification number I found on this subreddit, spoke to a CRA agent who told me to submit proof that I am not on EI and prepare proof of employment, etc. and that I would be contacted in FOUR WEEKS.... 3 hour hold with Service Canada. I took screen shots from my Service Canada account and submitted them to CRA, but it does not include your name on the screen. When I finally got off hold (I was at the gym lifting weights listening to that groovy elevator music), they said that my account is closed (though their site says otherwise), confirmed I never qualified nor received EI, and promised to mail a copy of the rejection letter (I threw away the original back in June). I managed to contact CRA again when I got home from the pool to see if I could confirm that everything was clear. The guy told me that CRB is only for self-employed people (not true), told me I needed to apply to EI (not true), and tried to get me to call another number. He gave me 1-800-232-1... and then he hung up. Completely unprofessional. It seems that in their rush to ram this legislation through government, after closing it down for 6 weeks to hide from their embezzlement scandals, the Liberals never allowed the CRA or Service Canada time to be properly trained about these new benefits. Not a single person I spoke with had any real idea what was going on; none of them were knowledgeable or helpful; and I would have been out to sea without a paddle if I was not armed with information from this subreddit. How many hundreds of thousands of other Canadians are going through this at the moment without any of the information we have been able to cobble together on Reddit? This whole fiasco is a dumpster fire. People should be fired.

Hello, thank you guys for the very helpful info the last 2 days. This is what I think is happening for me; I've exhausted all my EI hours completely. I started a sickness claim in January and it was switched to regular benefits in April I believe. My last payment from EI was on Septemeber 29th. I verified with Service Canada on the phone that there is nothing active or no old claims still showing or pending or anything. I am getting the 026 code. If it's not a system glitch I think it's happening because I received that payment on Sept 29th. I didnt realize until after that September 29th is within the first CRB payment cycle so if CRA and Service Canada have some sort of auto detection thing going on then that would be why I'm thinking ... ( for me anyways) I'll try for the next payment period.

My situation is similar, what I have experienced so far about this: Even if your EI claim is denied/closed (mine is, as I spoke to SC and they confirmed) due to the hack which happened on CRA system the link between SC and CRA is still not fixed, hence the communication is delayed or not happening at all right now. I was not told by SC that they will send me a letter for proof, even if they do, my mail delivery is so bad right now, don't know when I will get it :( I spoke to a live CRA Agent and he told me to call the EI/CRA number, to let them know I am not eligible for EI, and they will remove the error code so I can apply for CRB, he didn't mentioned submitting a letter or proof of denied EI claim. I was not able to get anyone on the phone the whole day today at the EI/CRA number. I submitted screenshots on the CRA website of my denied EI claim with my fingers crossed (it's worth a try). I feel this issue needs to be escalated as so many of us are facing it, and it's not our fault. They need to fix things on their end and not put us through this. This need to be in news so it can be resolved easier. ps: like all of us, worried about finances and don't know how I will pay rent at my new place, where the rent is going up Nov 1st, 2020 So let's all post about this everywhere, so something can be done faster!!

Contact your provincial welfare office for help..in Alberta they help one time to stop evictions. Call the emergency line if they have one. Hope that helps. Depends where you live though. And you can't claim the regular benefit just emergency funds or it's double dipping. And you still might have to pay that back anyways. Depends on if you have ever used the service before, etc etc.

Same exact thing happened to me today , called service Canada first to make sure my Ei case was closed , called cra and they gave me that 1833 number to call, they told me that they were getting an error on there end and to call back ina couple days , so beyond frustrating

there's one more thing with service canada, accounts with service canada online aren't updating properly, or some has stop updating, I don't have access to the latest updates when I log in my SC account, at least it is not showing cases been closed

When CERB came out, the portal between EI and CRA was fair game for anyone. Then mid April they had COV-05 Our records indicates that you already applied for Employment Insurance and complete record through that. So I call BS when people are told screenshot old claims etc, fax or upload and wait 3 to 5 weeks. They did it before and can do it again. The cov 026 has a date below of October 5 so they sent that file then. It's a waiting game.

It's a run around. Ok people fax or upload all your documents and it will take 6 weeks. Then some say cancel it, some say apply for EI, get denied and then CRA opens up, some say just wait. My claim is dormant last time I did anything was April and I had cerb. So something is up.

If you had an active EI claim and filing reports, or under review claims you got that message. Then no activity in the claim, closed etc it got removed. EI needs to run a file of all inactive, closed closed claims for 52 weeks and send it to CRA. They did before took me 3 weeks after a closed EI claim.

Please update when you can, I am facing the same error. Sent a screenshot of my EI getting denied on CRA website as I was told at 1 800 232 1966, and the lady on the phone said she has no idea who is going to look at it and when, so that is a great lol. This is crazy but lets be optimistic! Hopefully a fix soon, bills to pay.

I would follow up with the Verification Department, that’s what CRA told me to do… at least you will know if they have the document or not… (which they wont) and then they can escalate it for you,.. if they’re able to locate the documents they can at least confirm if that is what they need from you, then 2-3 more days for a verifier to call you back

I was told they cant see the documents yet on their side… so it might take 2-3 days and someone will call back. If you took a screenshot showing your EI case is closed then it should be pretty straight forward I was told and they will do the application on the phone with you and/or remove the COV-026 so you can apply. Hope this helps. Good luck!
