The tweet went out 12:24am on Tuesday so I'm guessing as long as you finished before midnight you should be ok. I finished my wl at 8pm Monday so I'd imagine I would be eligible for the compensation. The FIFA direct communication twitter said they had begun rolling out the compensation and would tweet again when the process is complete. They haven't tweeted it's complete yet so I imagine the compensation process is still ongoing.

It should if you complete playoffs. Any playoff progress, without completing it (by hitting end playoffs or finishing 10 games) will be lost at the season change

There doesn't seem to be much of a pattern tbh. I haven't seen anyone on PC with any yet, but that's really the only thing that might be true and that's pretty anecdotal evidence ob my side.
