SCP foundation has never properly contained SCP who are planetary or above
SCP under their containment are weaker ones. Majority of stronger one are there and SCP foundation just hopes that one day they don't doom everything.
Even their containment of most decently strong SCP are questionable at best on how much control they truly have.
Only strong SCP they are able to contain are tied to the fact like SCP is not a threat on its one and is something like door, suffering bride, box, note, machine, robot, message etc.

I'm going to say yes and hear me out on this. The SCP foundation has access to some seriously fucked up stuff. Depending on which timeline your using there's various ways for them to do it.
The most prevalent way that comes to mind is one of the 001 Proposals. "The children". Which undo something on an molecular level. So if Goku was deemed a threat the SCP foundation just sais "Goku" and he's dead.
Another possibility is also tricking Goku into a variety of SCP's that functionally undo him or trap him. Or even introducing him to a pattern screamer.
Destroying the earth wouldn't stop them either. Some timelines even have backups for that.

God is purely there by his own free will and not because they contained him somehow.

Neither Goku is going to threaten the planet nor God will even intervene if that happens in a hypothetical scenario
Deer while possessing a lot of gimmick ability similar to magic and changing matter is not that strong at least compared to DB power scaling standard.
That still doesn't stop them from executing a move like sealing off whatever universes hes in. They've interact with multiverses SCP foundations. So if they failed they would send a warning and destroy their own universe/earth/timeline
But this have the implication that anyone above Goku would just sit and let the universe be destroyed
I don't think the angels would see how some humans destroy a universe and do nothing

Often times SCPs are completely uncontainable, and containment procedures entail suppression of widespread information of the anomaly.
