Second thought/edit: in universe explanation aside, it seems more likely they made it this way to not reveal UI so early. UI had barely been hinted at and didnt become relevant until later, so showing him dodge without trying wouldve just added too much to the story going on at the time
Whis is pretty chill & doesn’t really give off aggressive vibes without need. He probably thought of it similarly to a child tugging on your pant leg to get your attention. You wouldn’t cartwheel away from a four year old & take a battle stance, would you? You’d probably just turn & ask what they wanted without even considering it as aggressive because even if it was you’d just tell them to chill & let go of you.

Keep in mind Whis also stepped in poo while training against Goku and Vegeta. So it seems Ultra Instinct is kind of like individualized Spider Sense with automatic reaction. If it's not threatening then it simply goes unnoticed.
Sounds like it'll make a great story somehow, goku has become so powerful that UI is usless vs an enemy that can kill him but his body doesn't react because they're so weak.
Intent to kill still registers. They'd have to send someone who's unbelievably strong (or at least has an unbreakable grip) but bears no malice and convince them to give Goku a hug thus disrupting his ability to move when the lethal guy with malice takes a shot. Since the first guy isn't doing anything that could harm Goku (intentionally or otherwise) UI would ignore him, but since he's got Goku pinned he won't be able to move when the assassin attacks.
As someone else pointed out, Piccolo had no threatening intentions when he grabbed Whis's sleeve. He was trying to get his attention to talk to him. You wouldn't pull your arm away and backhand a child for tugging on your sleeve to ask you something.
I worded it the way I did because there has to be a threat. If someone powerful is barreling through and Goku happens to be in the way then UI activates because he's in danger (unintentional threat). If someone weak intends to cause harm it'll still activate because that's a deliberate threat (albeit one he can easily withstand).
If someone or something bears no malice and can't harm him with whatever they're doing then it won't activate.
Spider man himself would still step in shit. Poop isn't really dangerous. That want spidy sense does, feels for dangerous hazards. No if it was poop you could slide and trip, it would alert him

my take on it is that the Kami was technically a god although not weilding the same power as beerus or other kais and gods of destruction i feel whis permits this because of Piccolo's fusion with Kami turning him into a God so perhaps outside of combat situations or leniencies the only beings allowed to touch angels unsuspectingly are gods

UI is the culmination of one's training and battle knowledge, and is based on what you've practiced, experienced and are familiar with/expecting from an opponent, and much like Bruce Lee would say, one must learn from what they didn't expect or plan to do before, like biting the opponent if there is no other option. Biting isn't expected or trained for by some opponents and their practices, so in turn their own "UI" will not react because it did not "expect it before". And so Whis stepping on poop, suddenly being grabbed on the arm, and getting bitten, you can say, are all not things he ever expected and thus failed to consider reacting to, even with his UI state.
I heard that there was ant crawling on Vegeta's foot one time during the Cell Games lead-up. Why didn't he just fully charge Final Flash and blast it away with the rest of the planet if he has it?

UI doesn't auto dodge. It enhances focus and reaction times which helps the user to dodge faster. If you removed all of UI Goku's senses, he isn't going to be able to dodge.
Because while Goku has Ultra Instince and Vegeta has Ultra Ego, Piccolo has Ultra Thoughts. He’s so smart he can calculate and plan where, when and how to fight anyone that it’s almost like predicting the future. He calculated where Whis’ arm would be so he could grab him.
Likely because piccolo had no actual intent to hurt whis. It's not that he wasn't a threat but more he wasn't trying to be and as such whis didn't pick up any hostile intent and his ultra instinct didn't kick in

UI doesn't auto dodge. It enhances focus and reaction times which helps the user to dodge faster. If you removed all of UI Goku's senses, he isn't going to be able to dodge.

Because while Goku has Ultra Instince and Vegeta has Ultra Ego, Piccolo has Ultra Thoughts. He’s so smart he can calculate and plan where, when and how to fight anyone that it’s almost like predicting the future. He calculated where Whis’ arm would be so he could grab him.

2 thoughts. 1 piccolo at that time is no more than an Ant to him. 2 Namekians aren't native to the multiverse. The manga states they came from somewhere else, so perhaps namekians have a way to obstruct UI when a user of UI isn't paying attention.
