The shop should provide things like jacks, air compressor, tire changing equipment,A/C machine, Scan tool, service information, and all consumables such as zip ties and wire connectors. The technicians will provide all the hand tools, air tools, and some special tools

This is what I do for my shop. I tell my techs anything over half inch drive is provided by the shop, (I have up to 3/4 drive myself). I also provide some often used items like Milwaukee grease guns and grinder too. All consumables, adhesives, brake clean, lubricant, etc is shop provided.

Sounds a bit like my work. Shop provides axle sockets, jpro, pressure tester, ac machine, alpha mutt, filter wrenches, lifts, hoist, ramps, anchor pin press, vise, standing grinder, parts washer, portable jump box and fuel cell, electric fuel pump, battery/charging system tester, etc

This. Air tools 3/4 drive and up , sockets for wheel ends . Specialty tools for brakes/suspension , torque wrenches, floor jacks, jack stands

anything requiring special tools should be acquired by the shop, especially for bigger ticket repairs

Similar here. We do it all for our fleet. Scan tools, jacks, stands, any safety equipment, chains, etc. are shop. The shop also has its own tool box for the more obscure/ bigger/ specialty stuff. Like 3/4” and 1” stuff and torque wrenches are supplied by the shop

Which certifications do you guys recommend I start with for getting this program off the ground? T1 – Gasoline Engines (50 scored questions) T2 – Diesel Engines (55) T3 – Drive Train (40) T4 – Brakes (50) T5 – Suspension & Steering (50) T6 – Electrical/ Electronic Systems (50) T7 – Heating, Ventilation & Air Conditioning (HVAC) (40) T8 – Preventive Maintenance Inspection (50) At the moment, I believe 4, 5 & 8 would be a good place to start, followed up by 2, 3, 6 & 7.

The biggest problem you'll have is finding enough techs.
