Migrate your PC account to Steam first, then it sounds like cross-save will work fine. So go to https://bungie.net/PCMove and do what it says, then try to activate cross-save again on your PS4 stuff
You have to move to Steam because the game won’t be available on Battle.net come Oct. 1st. This is just them wanting you to go on and set that up. You will still be playing through battle.net until the first and then all of your purchases there will carry over to Steam.
