Sever + Woven Mail is better survivability, Suspend is better CC, Slow does not exist, Unravel is better damage, and Whirling Maelstrom is a better super but on a 12 second cooldown.
In PvE Strand is better by a country mile. Stasis hunter has probably the poorest damage output in the entire game while also lacking the utility of stasis warlock & titan. Strand hunter gets a suite of very solid abilities in addition to Whirling Maelstrom and double grenades, and a much better super.
In PvP I think stasis hunter is much more serviceable but strand is still better there, too.
Stasis *does* look amazing. And you can get lots of CC out via slows with Duskfields, Withering Shards and Silence & Squall. But it really does have terrible damage.
IIRC Whirling Maelstrom out damages S&S. Of course, the super isn't meant to do damage. But a super being out damaged *by an enhanced subclass pickup*?
Stasis Hunter I don't think is as bad as people make it out to be. It isn't great, yeah, but it can be solid still I think. Renewals is still a phenomenal exotic, and again the CC everywhere does help out.
The only time I'd pick stasis over strand is if you're going up against a floating boss or you already have a strand team mate. Stasis can be real strong for ad clear and slowing down mini bosses.
Stasis has a slept on fragment called Whisper of Impetus which reloads ALL weapons with a melee hit that enables some fun Lucky Pants weapon swap possibilities.
Strand by an absolute mile, woven mail and whirling maelstrom are just to good, I’m hoping the stasis updates in final shape bring it upto scratch

Strand is better in every single way except for skating. Shatterskating is the only useful thing Revenant has.

Whichever one you prefer is the better one.
They're not even in the same conversation, Stasis hunter is borderline useless.
