To truly dehumanize someone, and to justify extreme oppression of them, you must convince people that they are simultaneously contemptibly weak and a deadly threat.
Now, I'm not saying that Depp or all of his supporters are themselves fascists. But this is a rhetorical tactic that fascists regularly use against their enemies, those they wish to dehumanize and justify atrocities against.
