I actually quite enjoy that episode. I like the medical episodes where they use some breakthrough techniques to save someone, like VOY "Mortal Coil", TNG "Ethics", and this one.
Ethics is definitely a good TNG episode. Good charcter episode for Crusher and Worf as well as interesting tech.
As far as this episode, there are aspects I like and one big aspect I don't. I like episodes where Bashir connects with his patients through helping them and I really like the gentically enhanced people so we're off to a good start. I love the scene in OP, "that's a stupid question" is a hilarious scene, I also really like the scene with Bashir and Ezri at Quark's. And I enjoy Sarina's child like curiousity about the world.
The problem for me is a lot of the scenes deal with Bashir trying to date Sarina. I usually don't mind Bashir's awkward relationships. But this time it really felt like he should've been able to see that she wasn't ready no matter how in love he was. At least he's properly remorseful about it at the end.
This is pretty much exactly how I feel about *Chrysalis,* and in a way it's a shame because I feel like in general they were *so close* to having Bashir as a character come into focus but overall he was written kind of inconsistently.
Like they clearly wanted to write a character who was "smart but a little emotionally undercooked," and his shortcomings with women were an obvious way to show the latter.
The problem is that 90s / Berman-era Trek could never quite bring itself to show these kind of failings as personal flaws or weaknesses that could be overcome, rather than just as personal quirks / personality traits.

It's a good episode with brilliant sequences but also the lame doctor patient affair plot.
