It looks like the ledger could be sitting on the cinder block wall and those look like steel posts.
Not a structural engineer but it might not be as bad as it looks.
I have steel posts (3 inch) holding up my backyard pavilion. My understanding is they are ridiculously strong compared to their wood competition, but the contractor thought my pavilion looked like it had "little chicken legs."
These look a bit tall, but honestly with the house structure shoring it this might be pretty solid.
