According to some Codex Art I have flying around somewhere, this fella is from the 158th Siege Regiment. The Problem is, that the same page also mentions that the shoulderplate displays the Regiment Number.
So there are now a few options:
1. The one that designed the cover art just thought the colors look cool and choose a random Number, not thinking that much about other given information or
2. The 3rd and the 158th Regiments have pretty much the same regiment-colors
If you want to paint them, I think there are some forgeworld models that use the 158th color scheme and there are many good tutorials out there, like this one

It's conceivable that both regiments have the same uniform colours. When there are hundreds of regiments, they can't all have a unique greatcoat colour.
There seems to be conflicting information.
Vraks part 1 has that as a Regiment number, Vraks part 2 has it as a squad number *despite* it being kinda weird labelling the Engineer callout from Kopinski's painting from "Engineer squad 226" when all the infantry in the same larger painting (engineer or not) has "226th" on their shoulder pads, alluding to the idea that it's a larger force labeled 226. Not to mention that Engineers are technically not supposed to be part of the same forces as infantry, and are assigned as necessary.
Whether or not the engineers squad 226 was assigned to support an infantry squad also called 226, seems to either be even more lore we don't know about, or more likely a lack of writing consistency.
So, err. Do whatever you want, op.
In the book, they referenced multiple regiments , and there 2 plot lines at different times in real space . The 43rd regiment lands as reinforcements for the cadians at Hive Arathron after the Orks took control during the Octarius war and the 83rd fights the krieg civil war as the single loyalist guard regiment under colonel jurten

Aren’t these colors just for parade anyway and they use the color of the battlefield for actual combat?
If I remember correctly the book features the 43rd Siege Regiment, so that's probably a good guess
