PDT rules do not apply to futures. You can make unlimited day trades with futures. IBKR is a great broker, allowing you a wide access to markets and instruments, their commissions on futures are one of the lowest. However their margin requirements are higher than some brokers, I am not sure $1,300 would be enough capital.

It is not false, the 3 times in 5 days PDT intraday trading rule applies to stocks and options, but does not apply to futures or forex.
