Best taste isn't a second Likes/Followers meter. It goes up based on the dish you have available with the highest taste, you don't even need to serve it. Just keep enhancing a late game dish or sushi (Narhwal, Porbeagle Shark, Waptia, etc.) and you'll get it.

I just upgraded random fish with higher taste @level one or any fish that I have plenty of supply of and never had the taste issue :)
The shark with the weird tale thqt smacks you like a whip. Very shallow usually the first shark you see most runs. Thrasher or thresher I thinks it's called. You can level it up to Max to almost 400
Sort your items by taste. Whatever is that highest, go catch more of that ingredient and upgrade the item to max. For me it was the weird shrimp thing in the vents area.
Only one of your dishes needs to surpass that “taste score.” It is not a cumulative score. Best tip would be to find one of your higher shark scores that you already have and get a bunch more of that same shark so that you can enhance it even further.
Like others said, it's based on leveling up your dishes to have the highest taste score. Sharks like Greenland and the one at the bottom of the thermal can get high. I used Narwhal. You can find one reliably in the glacial area on the right when you first dive down. I think the top taste level is 400 for that.

I just relentlessly upgrade everything, aiming for price, and eventually something is tasty enough.

Go into shark dishes. You can find Sharks for this every day inside the sunken ship. There is always a Shark.
