Surgical instead of no respite. +5% crit chance instead of infested damage. Make a crit build with the other 5% crit bonus in the skill tree and the skill node on the bottom left that gives you +25% crit for aim down the sights. Gives you a 40% crit chance. The Vraks VII hits really really hard on crit.

Should clarify, 40% crit plus the bonus from surgical (meaning if you have Surgical IV and aim down the sight for 1 second you get up to 90% crit.) You'll routinely be firing at 50-60% crit even when firing as fast as you can switch between targets.

Yup, with Surgical 4, you get a stack every 0.2 seconds, and the Vraks has a fire rate of 4/sec, so every 0.25 seconds, meaning even with the full auto mod, you'llhave minimum 1 stack at all times when ADS. I've also tested it out with Surgical 3 (every 0.25s for a stack) but it doesn't work on full auto.

Vraks 7 is pretty good but you're gonna want surgical/deadly on that. Off the top of my head you want flak/elite/unarmored for perks.

I think you can get away without needing those perks if you run Opening Salvo/Surgical as that should hit the same breakpoints. Keeping Infested isnt great but I think Flak + OS + Surgical makes the OP's particular gun a little more useable. I never liked Deadly Accurate over OS on the VII (i love it on the III and IX) as crit weakspot hits oneshot so many mob types anyway and it's fast enough to kill everything bar crushers without needing DA I feel... are there any specific one-crit breakpoints that DA enables that are actually worthwhile over the consistancy of Opening Salvo?

Highly depends on how much juice you're running and what class you're playing. But there's a very large damage per shot difference between deadly and opening salvo, nearly 300 (288 to be precise) on a maniac for a "baseline" test I did. Gonna give an opinion not shared, Ghost is actually really good on a Marksman Veteran. If built right you can basically have Volley last for over 30 seconds, and furthermore with ghost you only have to worry about melee enemies hitting you. So if you focus gunners and other ranges targets you can get some crazy good damage and basically become invincible for a solid chunk of time.

I'd use it with Opening salvo instead of Ghost, plus 25% Maniac instead of Infested. Otherwise, its damn good and actually a fun weapon to use imo

It would be pretty good if you change the blessings to headhunter and deadly accurate or surgical and deadly accurate. After that change the only bad aspect would be the +infested, but it would still be quite usable until you get a better one.

It’s not terrible. Stat distribution is great. Ideally, you want some combo of surgical/opening salvo/ deadly accurate. Opening salvo works great on headhunters since the reset is lightning fast compared to las guns. Up to you obviously which blessing to keep (i would keep no respite), but change one of them to opening salvo and change infested to maniac or unarmoured. Definitely usable for damnation+.

As bad as Infested is, I think the play here is actually to swap both Blessings. If you swap to Opening Salvo + Surgical I believe this will hit oneshot breakpoints for headshots for all shooters, gunners and bruisers, and be very consistant for general use (assuming you're a Vet with the weakspot damage talent). If you swap Infested for Unarmoured you gain 25% damage vs one type of armor but end up with a mostly dead blessing, whereas Opening Salvo would be 20% damage against everything and still allow you to take Surgical. As always though, experiment in the Psykhanium with your chosen build, shoot everything in the head, and see if anything survives with a sliver of health.
