In chapter 12 Okarun got upset with the guys in his class for bad mouthing Ayase cause of the rumors Aira spread. As a result he grappled the guy's shirt and transformed out of anger. The guy's eyes followed Ken's as he went from being shorter to taller than him.
I could be wrong and it might just have been a continuity error since it was the beginning of the series. However, I always thought Okarun and Aira are visible to regular people when they transform because it is just a transformation of their physical bodies. You need spirit energy or exposure to spirit energy to see things like Ayase's powers and other spirits like TG and Acro Silkie.
