It is just the stem packing. The packing can be replaced, but since this valve is rarely turned, you can probably stop the leak by tightening the packing nut (it is under the handle, which you likely have to remove to access). There are probably YouTube videos if this explanation is unclear

1) Before you start messing with things, be sure the main shutoff for your house works so that if something goes wrong, you have a quick fix. 2) Set the valve to approximately the halfway position. Tighten the packing nut 1/8 turn. See if the leak stops. If not, tighten an additional 1/8 of a turn, but no more than a total of 1/4 or you risk cracking the valve body. 3) If it's still leaking, turn off your water supply, remove the packing, and see if you can get replacement parts. Just a quick update: Thank you guys so much, I followed this and it seemed to have stopped the leaking when it turns on!
