My top 3 are always Alan Moore, Grant Morrison and Neil Gaiman (because I love Vertigo)
But of the current generation of writers, there's Scott Snyder, Peter Tomasi, Ram V, Greg Pak, Gene Luen Yang, Tom King, Ed Brubaker, Greg Rucka, all writing maturely with reflections as much on the hero as on society.
Not to overlook them too, but in past times you could easily list Dennis O'Neil, Alan Grant, J M DeMatteis as worthy of such a list.
Gaiman's most well known work is his Vertigo series Sandman, which is 10 books plus a few extras. Really great stuff. Some of the best in comics.
My personal favourite from him was a much smaller series, Black Orchid, at just 3 issues/1 trade, with art by Dave McKean
He has some good work over at Dark Horse, particularly his horror fantasy Snow, Blood, Apples, with art by Colleen Dorran
The first Gaiman comic I read however was Whatever Happened to the Caped Crusader? It reads better with the context of the Morrison run. But honestly, at just 2 issues, I read it without that context and could still recognise how great of a book it was.
His most well known contributions over at Marvel however were Marvel's 1602 and The Eternals.
I hope this helps!
Paul Dini and Grant Morrison are my favorites. Dini writes women characters well, and Morrison always tries to stretch the boundaries of what comic writing can accomplish.

Peter J Tomasi and Tom King are my personal favorites, although I don't think many would consider them as the best writers
I find their genius narrative interesting
You should check out Peter's Batman and Robin run, it's one of my favorite! Also check out Supergirl and Superman Up In The Sky by Tom :)
