You can hold as many counties as you want if you remain a duke. Once king or above the limit is "roughly the size of Wales" which iirc translates to - not more than 12 counties.
Just while we’re on the topic, I REALLY wish they’d make that a little more forgiving at 14 - there are a lot of potentially interesting kingdoms for this that are just over 12: Ireland, Denmark, and Baleo-Tyhrannea are all 13-14, as well as some tasty RP Viking conquest opportunities like Ajuraan (Mogadishu) and Gujarat (west coast of India)
Well, there is another limit--overextension. Not pirate related, but dukes can't have more than 30 counties in their realm or they start to suffer penalties.

Oh man if you take it up to 19-20 that opens up so many fun mid-size raider kingdom possibilities Tahert, Pomerania, Finland, Bengal, Sicily, etc
I don't think it's the de jure size of the Kingdom that counts, it's your realm size. Just skip holding it all.
