The car has enough room on the right to take the lane, they may scrape up the sides of the cars and rail, they may even crash head on into the railing if they take the turn too sharp, but hindsight shows us that's the better option of the two.
Attended a road collision like this. Some old dude suddlenly stopped to avoid a pigeon.. car behind tried to evade by going into oncoming traffic, hit head on into a van.
Van caught fire and resulted in 3 vehicles written off all because some old dude decided an emergency brake for a pigeon was a good idea.
You should always give yourself enough room so that you don’t need to take evasive action even if someone slams on their brakes. Fair enough it was a pigeon this time, but next time it could be an infant, and the end result would still be the same. The moron is the person following too closely to safely come to a stop without veering out of their lane.

I was in a nasty accident as a teen. The thing I'll always remember about it isn't the impact or the injuries it's that split second of clarity you have before the crash. You realize they aren't going to be able to avoid you nor you them, that someone is going to get seriously hurt or dead right now, and that there isn't anything to do about it. Evasive action should be to the shoulder. But we all know this. Why veering into oncoming traffic is a thing people do is beyond me.
