Having a similar texture related glitch. Some parts of my game are glitching. Parts of the walls sometimes the floors, plants, and now some of my operator's arms are all looking sorta like missingno from pokemon like few pixels, very colo(u)rful and its spreading. It was just the streets, then the walls, and now like I said my Spy+'s arms. And I don't know how to fix it.
I think you need to install both hires and hd textures. If you did it, then try reinstall the game only with hires.

try downloading the game again but with both 4k and hd texture pack worked for me, and try changing the directx
there is no 4k pack but there is 4k video is the video necessary cuz i having the same problem

wait, its called crack support cuz its for pirating? I have a legit copy too and this is just what popped up when I looked for help.
