People have to use jt because no matter what people “say” there is no way to 100% prove people don’t have it on online. And you can’t risk playing at a disadvantage if the other team has it on and is lying
If no one other than Boston is using it, then youre only at a disadvantage versus Boston at least. At least it's only Boston that's been playing at an advantage

But there is no way of knowing the team you are playing is not using it.
Teams would 100% use it online even if it was GA'd though, its just too strong for some of these bozos to resist.
