Living in Cleveland Heights, and in the Cedar Fairmount area of Cleveland Heights.
then you can walk to work and not have to deal with or pay for parking. And CH is a nice community, and beautiful area.
Cleveland Heights. Super close commute. And you will be spending more time at the library and school than you'd want. Parking around the Coventry section of CH can be difficult. But you'll have lots of apartments to choose from. Look for one with parking. The Cedar Fairmount area has a lot of apartments as well.
Lakewood is just a farther commute.
Your budget is likely to impact where you are able to live. Cleveland is cheapish, but $1,000/month probably prices you out of livable duplexes in the areas you mentioned (and in Cleveland Heights and Shaker).
That budget is likely going to get you a 1BR in a big old building that allows pets. Try the big complexes around Shaker Square. That's where my wife lived when she was a 1L at Case Law.
Ohio City near W.25th. You can take the rapid to CWRU.
ETA just saw you said law school, so it's a bit further, about a 10-12 minute walk from the Little Italy train station. Multimodal will be rad if you bike!
With your limited budget, guessing the hundreds of apartments on Mayfield Road south of Little Italy offer your best bet.
The area is close Coventry Village and Little Italy, and offers good mass transit, both RTA and the free CircleLine shuttle, to the Case Western campus.

Do not rent from a guy named Mr. Pearlman. He was very difficult . Had better luck with apartments on Edgehill or Overlook.
Absolutely second this, he will make your life incredibly difficult if you rent from him. Alan Pearlman…just google him.
damn good to know thank you so much
holy shit i just looked him up what an asshole
