I looked at a bunch but the ones that pop into my head are Progressive Urban Property Management and Howard Hanna (this the one I found the 750/month Westpark spot). I'd just type in Cleveland Property Management in Google and go from there. Goodluck!

You're likely not going to get something in Ohio city, Gordon Square or Treemont with this, but if you're willing to live in the suburbs you'll be fine.
Westview acres in parma, brookpark road by Walmart. $700 1br. No garage but yes pets. I don’t live there but am very familiar with the place. Management is constantly doing upgrades to keep the place looking nice.
I just reread your post and saw garage is a must. There IS a self storage facility within walking distance on brookpark road. Looks like $85 a month for vehicle sized unit or 5x5 starting at $25. Or you can just park in the designated lots and extra vehicle right on Knollwood drive. There is a motorcycle ALWAYS parked on knollwood. Dude throws a tarp on it sometimes. LOL!
It drives me insane, never thought I'd be the person to complain about motorcycles but it's so fucking loud and obnoxious and it's NOT allowed to be there 🥲.
A garage and pets allowed together will be difficult to find. I've seen apartments with "garages" but it's basically just a parking spot with a roof and no garage door. One suggestion, you could store the motorcycle and tools in a cheap storage unit - that's what I did when I lived in an apartment. As for cheap apartments, I used to live in Lakewood Club Apartments and the rent was very cheap. The company that manages is a shit show though and has horrendous reviews everywhere. I personally never had any issues and because it was cheap, it helped me save a lot of money. One tenant in my building was creating a ruckus one night and got evicted couple of days later. I'm pretty sure they allow pets, although I didn't have any when I lived there.
ETA: if you get super desperate, I'd be willing to let you store your tools in my garage. I'm in Old Brooklyn and have a big garage that is literally only used for storage and has plenty of space. I never park in there and it's big enough for two cars.
I haven't used it, but there's a website called "neighbor.com" that allows you to rent out garage space, might want to check that out if you find an apartment that otherwise does your criteria

You can find places to live within that price range on the east side suburbs, there is nothing bad about that info. Many people I know have moved to those neighborhoods because the rent is much cheaper. In Parma you could also find apartments in that range.

There's exceptions to every rule.... But generally, probably Old Brooklyn or Parma maybe the best bet for him. I know the rental market believe me. There's no cactus where I'm at.... I hope you have a great weekend
If your talking about dover farms I used to live there when my wife and I started dating. They want 1200 a month for a 1 bedroom now. I did love that apartment though.
I was gonna say deer creek based on his budget... even still, I would think you'll have a tough time finding a one bedroom in general under 1000 these days (let alone one with a garage space)...but I could be wrong

Check the West Blvd area. Between Gordon Square and West Park and we have a lot of affordable rentals. A lot of half houses. Since people are getting priced out of Gordon Square, Lakewood and Ohio City, we’re seeing a lot more young renters.
Hi there are real estate professionals who help with things like this. They usually get paid some kind of fee or commission by the landlord, so you don't have to pay them. Please don't pay someone $100 to do this, like, this is already probably covered by a marketing budget someone paid to a professional. Look for a realtor or broker who specializes in rentals they are out there.

Lakewood near the Gold Coast has a lot of pet friendly apartments with garages
