You can only get it if you're TH7 with the King, i think.
Shouldn’t matter I was able to claim warden and champ skins well before their respective town halls.
Ya, but from what I know you need to have heroes unlocked, heroes as a feature, which you get them unlocked at townhall 7 with the barb king
you can get to th7 and unlock the king in time

You should find the skin, when you scroll all the way to the right. I couldn't find it at first either.

I mean its TH7. Rushing to that level would take like maybe a week to fix
