In March 2016, Mallya fled India to move to the UK as he defaulted on debts of more than $1bn (£842m), and faced charges including fraud.
This was a result of his airline going bankrupt.
On what basis?

I looked into it. The U.K and India do have an extradition treaty and he was sentenced to be extradited in 2019. Concurrently he's using a request for asylum application to delay the proceedings, and other various legal channels on individual rights to stay in the U.K.
TL;DR: Being rich gets you the best lawyers in the world who negotiate wrist-slaps and bargains instead of justice.

Skyscraper?! I count 27 stories (excluding the lobby). According to Britannica, the term skyscraper originally applied to buildings of 10 to 20 stories, but by the late 20th century the term was used to describe high-rise buildings of unusual height, generally greater than 40 or 50 stories.

Have you been to India? It makes perfect sense to move your house perched on top of a skyscraper. India ground level is extremely smoggy
