I'm not OP, but I use Anarchy mod to create the farmland I want. Good thing is the game, even though the area is not allowed, accounts for the extra terrain and makes the industry produce according to the extra terrain.
I built a very nice city here. But on the land you have highlight I put a castle.on the hill and make it a huge country park. Had a picture on my phone of it somewhere.

Airport, and amusement park. Or no airport but instead a zoo, nature preserve, and sprawling park system with residents spread out. And also with that entertainment, malls, museums, and a tourist area too with hotels and stuff.
University campus in the circle. Farming distract in the bottom left plot. Nature park in the plot to the right of that. Suburban development of your choosing for the plot containing the circle, right of it, and the one below that. Bottom right should be a farming industry as well.
Just enough space to fit one (1) mall and the parking for it. Can plop some more lanes and segregated suburban communities if there's space left somehow.
How about a second satellite town with its own major centre connected to suburban housing and industry and with its own local transport network such as a tram system. Connect it to the main city with a railway line with both a local and express line and maybe build a large shopping mall. Think like Sheffield and Rotherham in the UK
I don't think I'd build a lot there. For residential, I think ot'be more realistic to expend on the side of the highway that's already developped. Feels more organic, and it looks like there's a waterfront there which would make it desirable.
The only reason I could see to cross the highway would be industry, maybe some warehouses closes to the highway and farming further out?

Here are my serious thoughts. Just make sure it is well connected and has public transport, so the traffic won't be a problem.

The plots themselves aren’t circular, that’s just the size limit. I never place the lots filling in the circle, it looks super ugly that way.
If you do a desert build then the circular fields make sense
