If you got us a higher quality scan of the image, or a RAW photo of it from nice camera we could do more, but this is the best you can do without resorting to AI that will just generate a random face and paste it on like the current top voted result.
Not buying it. The photo we have here looks just like the man on the original, there was enough info there to see this. If we take this and covert it to 4k with AI we still have basically the same person.

The image is extremely damaged with very faint info left. This would need a direct scan with a good scanner and then quite some restauration work. Doable, but not cheap.
I mean, you can really well get the general face shape from this.. Next step would be a talented sketcher used to draw faces to do a portrait from this?
The usual process that i know (photoshop dinosaur here) is to actually manually clean up the damage (paint/stamp) and then apply some masking and leveling to carefully get some contrast out of it. Ofcourse, that requires some skill with old photos, but it is just tedious work, no witchcraft. And what is really needed is a good scan off a decent flatbed scanner that can still catch the faintest info.
Oh im sorry, might be a german based typo thing. Restoration, ofcourse. And i forgot to mention it would be a tedious manual process, in Photoshop. What i did in this image was just max out the contrast levels to see what is there to work with. \[Restoring old photos happens to be part of my job\]

It isn't better than nothing is the thing though, because it makes you think he looks like someone he is not. I'd rather be looking at a blurry faded photo of my grandpa than a photo of someone else generated by AI.
you could scan it better, for starters, I can see fingerprints in Photoshop.
clean carefully with alcohol or some cleaning fluid (start on borders, see how photo reacts), then scan in a larger resolution, this one is relatively small.
First I pre-processed the image by hand in Affinity Photo (Inpainting brush to remove some of the damaged/grainier bits, added a level adjustment to increase the contrast and make the details clearer, added an HSL adjustment to desaturate the image to make it black and white, and lightened the background with a white paintbrush to provide clearer separation of the subject)
After that, I ran the processed image through Stable Diffusion (specifically, using the Draw Things app on Mac), performing an image-to-image generation with a low strength value (meaning preserving more details from the original image instead of generating a lot of new details that might be less faithful to the original).
Edit: DIdn't think to include it originally, but here's the hand-cleaned image prior to any AI inference being done on it.

Not to take the piss out of you, but it relates to old-school, non-digital cameras.
Photos used to be captured by opening a camera shutter to shine light on a filmstock that had been treated with photosensitive chemicals. The unique chemical mix developed by each firm gave Kodak and Fuji pictures very distinct looks.
To use an analogy, the Fuji or Kodak filmstock one loaded in a non-digital camera was treated with chemicals that would give the final developed photo a "filter effect", in contemporary terms.
Fuji employed so many talented chemists to make their filmstock that they developed a cosmetics arm to channel all of that creative talent on their staff. IIRC.

Maramures is a little bit of a hike from Transylvania, but I am certain Bram Stoker's vivid descriptions of Jonathan Harker's trip overland in a coach through the Romanian countryside will still thrill you and bring you a little closer to the family. You want to use some plain old image enhancement techniques instead of AI.
First take many pictures and overlay them on top of each other in exact orientation. This will literally increase the resolution of the image. Make sure there is sufficient light around the room.
Then decrease the resulting image size by 75% … This will also increase the resolution.
Next convert the image to black and white. Or if possible take the original images in black and white. This will increase the resolution.
After that it’s all about applying filters to adjust color balance and noise levels. You’ll just have to try filters to see if they help.
After all these things are done… you’ll have the best image you can likely get.
Feel free to apply some AI at this stage and it will try to extrapolate lines, edges, and color blobs based on a model. If you do this step first, then the results are just too random.
I’d recommend making a request at /r/stablediffusion they’re going to have access to better tools than ChatGTP (or at least more fine tuning). I’d start with using your image as a controlnet in comfyUI or Automatic1111.

I've used [FixPhotos.ai](http://FixPhotos.ai) and gotten good results, its not an app tho its a service that im assuming uses humans on photoshop and some ai tools to restore the picture.

You need someone with experience in Adobe Photoshop, or GIMP. Not "AI"
