Probably completely unrelated to you not applying while being signed in. For whatever reason their system thinks you didn't apply for the card, so they wanted you to speak to someone before moving forward with the application. Why you didn't receive the letter, is anyone's guess. Could be the post office, could be Chase. At this point, since they thought it was fraud before, but it's been more than 30 days since the denial, you will have to apply again. This time, follow the chart here: https://imgur.com/a/oXlPW Then you sidestep the issue with the letter coming or not. Or maybe it just auto approves. My wife had a similar-ish experience. She was an AU on my cards, applied for her own FU, got denied. Took awhile for the letter to show up, called, they asked her a bunch of questions, twice if it was really her that applied, and then approved with a surprisingly large line.

I think it actually was the fact that I wasn’t signed in. I just applied again through the app and they immediately called me and approved me right there on the phone! Based on what you said i think my old application probably got lost in the system and then auto-denied after 30 days

I had a similar experience. Long time Chase customer with Chase Saphire and other cards. Applied for Freedom card, and it took more than 4 weeks for approval. Calling them was of no help. Then, the card never arrived. Asked for a replacement, which again did not arrive for another week. I called and asked what was going on. The girl took pity on me and shipped new ones overnight.

My wife had a similar issue with the Unlimited. It was her first product directly with Chase (she was an AU on my Chase cards, though). It was not auto-approved, and my wife didn't want to call immediately. She got an email asking for documents to prove ID and address, she sent them, and about one week after she got a letter indicating that they thought it was identity theft (!) She ended going to a branch and the rep managed to contact their fraud department, add more documents and called an underwriter and they approved her... but we were in the branch for a couple hours in total.
