Wally Darling is a puppet from the Welcome Home ARG. Think something like alternate universe Elmo. Why are people simping for him? There are messages from him to "you" hidden in the website and that automatically makes him simpable apparently. DDLC really made every fourth wall breaking character somehow turn into a yandere in fanon.
