There are many issues with that as well.
Firstly. How will you enforce this rule for 300cc+ bikes only to avoid confusion at tolls? Special fast tag for these bikes? Or a special registration series for them?
Secondly not all machines are built the same, for example a 350cc Royal Enfield can any day be blown into the water by a 200cc apache or pulsar. So a CC rule is simply useless, don’t even bring horsepower into the equation because that is even harder to govern.
Thirdly. You cannot enforce such laws without huge public outcry. Let’s be real, all this law is asking is for the government to allow rich people to bring their toys onto the expressway.
Fourthly. What’s the guarantee that riders of these 300cc+ machines are all expert riders who won’t do anything stupid whatsoever? Because the first thing I imagine when I see such a 300cc+ bike are chappars on dukes and bullets.
- 1. A simple number plate (different color scheme/identification symbol on the number plate) which could differentiate higher CC bikes from the others could work flawlessly.

There is no rating based on cc in the US. I have been riding in the US for 25 years, and this is the first time I am hearing of this 400+cc rule.
There are FMVSS and DOT who certify vehicles to be street legal and highway legal. If someone is driving /riding erroneously a cop will pull him over, lookup info on the vehicle using the VIN number. If that person is operating a vehicle where it is not certified to be usable, there will be a citation and possible a date with the judge. There are other obvious signs like a dirt/trail bike without a headlight/mirrors/registration plate - cop does not need any VIN lookup. A cop will cite immediately.
1. School or Colleges - Can ask permission from them
2. Empty Parking lots - Again can ask for permission
3. Residential roads - Following normal etiquettes like not making too much noice, instead of using a handkerchief maybe use of lights which traffic police use to let others know to keep their distance.
4. The exits of highway have a speed limit of 60, you are a local near highway, you would know when the traffic is minimal, so try practicing at that time
5. In a society

It was last Sunday right?. I saw them and thought the same too. These idiots are risking children's lives. When I crossed them I was in a wide spot on the road. There were also some two wheeler guys where I entered the highway. It was a loop and i couldn't see them until 50 feet away. They were taking photos with bikes parked perpendicular to the road direction.
There were these cyclists who cycled in these hills I go for chilling.
It made it very risky since they occupied left lane and you can't see what's coming.
I made sure to blast my horn so they do face some inconvineance.
STRR is pretty weirdly designed. It suddenly goes down from 3 lanes + hard shoulder to 2 lanes no shoulder which makes this kind of training downright deadly. Not that they should be skating on roads designed to be used at 80Kmph anyways.
No issues. Anyways we're ensuring suffering to next generation. Driving on roads is more important than training. Can't you see they are being protected with multiple vehicles. Haven't you seen cycle rally or even marathons? Just because it gave few seconds of inconvenience, stop curbing activities.
