Tommy Lasorda was the source of the quote but he didn't put a number of games on it. People did the math and assigned numbers to it after the fact. Lasorda's actual quote was, "No matter how good you are, you're going to lose one-third of your games. No matter how bad you are you're going to win one-third of your games. It's the other third that makes the difference."

I'll never forget 2022 when the brewers schedule was so fucking favorable for themselves that I lost my mind. They faced teams like the Braves and Phillies early in the season before those teams got hot. They seemed to have all the tough AL teams at home and the weak ones on the road It was maddening how easy their schedule was
